                           M r.  C l a r k e :  Was  not  there  a  misunderstanding  about
                      that  contract ?  I  heard  one  man  say  he  made  a  motion  to  vote  it
                      down  because  he  did  not  want  to  market  his  goods  through  some
                      dealer,  no  matter  in  what  territory  it  was.  That  was  taken  from
                      the  Southern  Supply  Dealers’  Association.  -They  have  attempted
                      to  pledge  manufacturers  to  invoice  all  goods  through  them,  and
                      something  of  that  sort  came  up  at  the  last  meeting.  One  manu­
                      facturer  said  to  me  “We  are  not  going to  sign  that  contract,  and
                      we are not  going to  put ourselves in that position so that we must
                      sell  our  goods  through  dealers  in  all  territories.  We  have  our
                      dealers  in  some  territories,  but  there  is  some  open  territory
                      where  we  feel  we have  the  right to  sell  direct,  and  we  do not  want
                      to  bind  ourselves  to  sell  through  some  dealer we  have  never  had
                      any  dealings  with  just  to  bill  the  goods  through  him.”
                           M r.  M a r s h a l l :  All  he  can  do  is  to  keep  the  prices  open.

                           M r.  B riox :  The  resolution  will  take  care  of  the  matter
                      temporarily.
                           M r.  M a r s h a l l :  This  Association  agreed  to  certain  matters
                      at  the  request  of  another  Association,  and  after  we  have  signed,
                      the  other  Association  allows  the  matter  to  drag  along,  its  Sec­
                      retary  goes  to  Europe,  and  meanwhile  the  whole  matter  is  laid
                      upon  the  table.  I  think we  are  in  a  ridiculous position.

                           M r.  P>rown :  I  think  if  we  present  a  resolution  that  it  is
                      the  sense  of  this  Association  to  maintain  a  fifteen  per  cent,  the
                      manufacturer  will  see  that  we  mean  business.  They  are  afraid
                      that  we  will  cut  it  up  and  give  it  to  the  customer.  In  Pittsburg
                      I  would  be  glad  to  add  fifteen  per  cent  if  my  competitors  would
                      do  the  same  thing.  We  want  to  raise  it  uniformly  so  that  what­
                      ever  differential  there  would  be  it  would  exist  on  the  same
                      hasis  as  the  old.
                           M r.  D ru ry :  In  connection  with  this  matter  of  increased
                      discount  on  machinery,  after  the  agreement  was  prepared  our
                      understanding  was,  of  course,  that  it  would  be  submitted  to  the
                      Secretary of the National  Machine Tool  Builders’ Association who
                      would  send  it  to  their  (the  manufacturers)  secretary,  and  either
                      by  forwarding  copies  to  the  members  of  the  Association  or  by
