                  taking  it  up  at  the  next  meeting,  would  pass  upon  it,  and  then
                  advise  the  secretary  of  the  Machine  Tool  Committee  of  our  Asso­
                  ciation. or myself,  who would  let our  members  know  of it.
                       After  waiting  a  reasonable  time,  and  not  hearing  from  them,
                  we  naturally  began  to  inquire.  So  far as  my  inquiries  have  gone,
                  many  of the  manufacturers  state  they  knew  nothing about  it,  that
                  they  supposed  the  committee  had  full  power  to  prepare  and
                  present  this  agreement  which  would  be  accepted,  and  nobody
                  seemed  to  know  definitely  just  what  the  trouble  was,  but  they
                  were  all  inclined  to  agree  on  one  point,  and  that  was  that  the  de­
                  lay  was  caused  through  Mr.  Montanus,  the  Secretary,  going  to
                  Europe.  I  have  since  written  to  Mr.  Montanus  to  know  if  he
                  knew  anything  in  connection  with  this  agreement,  or  why  it
                  should  have  been  laid  on  the  table.  He  stated  he  knew  nothing
                  about  it,  as  he  had  been  to  Europe,  and  in  his  absence  his  son  oc­
                  cupied  the  position  of  Secretary.
                       In  summing up  the  situation,  it  seems  that  the  Machine  Tool
                  Manufacturers  are  quite  willing  to  increase  this  discount,  and  I
                  think  they  are  waiting  for  some  action  to  be  taken;  and  in  view
                  of  the  fact  that  no  action  has  been  taken,  nothing  has  been  done
                  with  the  first  two  sections  of  the  three  that  have  been  granted.
                  I  think  if  the  matter  was  brought  up,  referring  to  the  two  con­
                  cessions  given  us,  and  asking  for  a  ruling  on  the  third,  you  will
                  find  that  the  machine  tool  people  are  quite  anxious  to  agree  with
                  you.
                       M r.  B row n :  I  would  like  to  read  what  Mr.  Geier  said
                  after  we  came  in  from  our  committee  meeting.  Mr.  Geier  said
                  *1  am  pleased  to report that  we have  had  a  very  profitable  session
                  this  morning.  We  met  with  gentlemen  who  are  reasonable  and
                  want  to  do  the  fair  thing.  We  submitted  the  resolutions  of  yes­
                  terday  to  them,  and  told  them  we  had  met  them  on  two-thirds  of
                  their  proposition,  namely,  that  the  Convention  had  voted  for  ex­
                  clusive  territory.  This  was  received  by  them  with  a  great  deal
                  of satisfaction.  W’e  immediately sat  down to discuss other points,
                  and  I  will  say  to  you  that  we  made  very  rapid  progress.  The
                  time,  however,  was  not  sufficient  to  bring  before  you  a  concrete
                   report.  I  have  now  covered  the  situation,  and  we  are  making
                  progress,  and  our  committee  are  hopeful  of  being  able  to  arrive
