Erosion of Secret Ballot Principles and QR Code Issues

Park criticized the early voting system for undermining the
principle of secret ballots. He argued that while QR codes on
ballots appear to ensure anonymity, they can be used by the NEC
to trace voter identities. Additionally Park noted that early-
voting ballots were not placed in envelopes during indistrict
voting, making it impossible to verify the number of ballots
during counting. The NEC’s refusal to implement envelope
usage, citing budget constraints, was deemed an unacceptable
violation of electoral transparency and the secret ballot principle.

Security Vulnerabilities and Electronic System Concerns

Park identi#ed critical weaknesses in election security, including
insufficient or poorly implemented CCTV coverage at early-
voting storage facilities and counting centers. He pointed to
printer smudges on early voting ballots, indicating they were
likely printed using laser printers, which raises concerns about
potential data manipulation. Furthermore, he criticized the
electronic counting system’s lack of security, noting that the
NEC’s IT systems operate without o"cial certi#cation, leaving
them vulnerable to external attacks and internal tampering. !ese
vulnerabilities signi#cantly undermine the credibility of election
            results.

                       Proposed Solutions and Reform Measures

Park proposed speci#c measures to address electoral fraud:
