                        Introduction: Localized Electoral Fraud



            Journalist Choong-Yeol Cho analyzed allegations of electoral
            fraud in the 2024 general election, noting a shift from large-
            scale manipulation in 2020 to more localized fraud in 2024. !is
            strategy highlights a move from wide-spread to concentrated
            manipulation in targeted areas.



                           Structural Issues in Early Voting


            Cho  identified  systemic  flaws  in  South  Korea’s  early
            voting process, which he described as a primary avenue for
            manipulation. Early-voting centers are directly connected to
            the NEC’s central server, enabling potential vote tampering.
