Purpose of the Interview
Interviews Summary
Since the 21st National Assembly elections on April 15, 2020, allegations of
large-scale electoral fraud have persisted through multiple elections, including
the 20th Presidential Election on March 9, 2022; the Nationwide Local Elections
on June 1, 2022; the Gangseo District Mayoral By-election on October 11, 2023;
and the upcoming 22nd National Assembly elections on April 10, 2024. These
suspicions intensified in October 2023 when a National Intelligence Service audit
of the National Election Commission’s central server revealed vulnerabilities to
external hacking, suggesting that the system could be manipulated.
At the core of these allegations is early voting, where statistical anomalies
strongly suggest the possibility of electoral manipulation. Analyses indicate
frequent instances of artificially altering voter turnout figures or injecting
fraudulent votes favoring specific parties, thereby distorting sameday election
results. The operational mechanisms behind these alleged fraudulent practices
are believed to be largely uncovered.
In light of these developments, KCPAC Chairman Grant Newsham visited Korea
for one week to systematically investigate these allegations and compile
objective evidence. During his visit, he conducted private interviews with experts
on electoral fraud, gathering critical data and supporting materials.
The primary aim of this effort was to uncover the truth behind electoral fraud
