Leveraging 33 years of programming experience, Maeng
replicated the NEC’s manipulation programs, confirming their
technical feasibility. He noted the evolution of manipulation
tactics from electronic vote counting in 2020 to early voting
and server manipulation in 2024. His findings illustrate the
sophistication and adaptability of digital electoral manipulation
methods.
Structural Vulnerabilities and External Influence
Professor Maeng identified Korea’s centralized electoral
management system as a fundamental weakness, making digital
manipulation easier to execute. He also highlighted potential
foreign influence, particularly from China, which he linked to
systemic vulnerabilities and possible backdoor access in Korea’s
election software. Maeng warned of the in#ltration of pro-China
factions into Korea’s election system, raising concerns about
broader geopolitical implications.
