                 Limitations of Legal Responses and Political Pressure


            Kwon expressed frustration over the legal system’s handling
            of electoral fraud cases, citing dismissals without rulings and
            the denial of opportunities to verify ballots. He criticized the
            courts and the NEC for their unresponsiveness and pointed to
            examples of political suppression, such as lawsuits against fraud
            monitors during both the Moon Jae-In and Yoon Suk-Yeol
            administrations. Kwon argued that such actions re&ect systemic
            issues and misuse of power, undermining public confidence in
            fair governance.

                        the Need for International Cooperation


            Kwon outlined actionable steps to address electoral fraud and
            strengthen South Korea’s election system:
