conditions in North Korea to Koreans living in Japan, calling
on them to emigrate to North Korea, forcing them to travel
from Japan to North Korea, and then not allowing them to
leave North Korea, violating their freedom of choice of place
of residence and forcing them to live for a long period of
time under harsh conditions that differ from those they had
previously been informed of. There is objective factual proof
of the tortious act of forcing them to live for a long period
of time under harsh conditions that differed from their prior
information."
North Korean Returnees and Damage to Japanese Families
When emigrants to North Korea were able to send letters
to their families in Japan, they began to inform them of the
shortages and severe controls on living supplies in North
Korea and requested assistance in the form of money and daily
necessities. Japanese families learned from the letters that
North Korea was not a “paradise on earth” but a poor society
beyond their imagination, and they began to send money and
daily necessities in desperation. However, few of the Japanese
family members were economically strong, and many of them
could not stand the repeated requests for money and goods,
so they eventually cut off contact with their relatives who had
returned to North Korea.
The return program to North Korea not only ruined the lives
of those who emigrated to North Korea, but also caused great
damage to the lives of their families in Japan. Not only were
