We can only conclude that the Chinese government is an
accomplice to the humanitarian crimes of the North Korean
government.
North Korea has “concentration camps” where criminals are
temporarily detained, “labor training camps” for those serving
sentences of six months or less, “indoctrination centers”
that are prisons for ordinary criminals, and “control centers”
that are concentration camps for political prisoners. These
facilities do not differ in their brutality. Victims are tortured
and abused or killed and no one is held responsible for their
deaths. Detainees cannot expect to be released alive.
Those who escape to China have no choice but to further
escape to a third country for their own safety. However, for
defectors who do not speak Chinese and do not have money,
escape to a third country is extremely difficult.
Koreans who had emigrated from Japan under the Return to
North Korea program were among this group. They contacted
their families in Japan for help, fled to Korean churches
in China, or found Japanese businessmen to consult with.
Through these channels, they contacted my organization,
which is working on North Korean human rights issues in
Japan, and we took on the new and difficult task of rescuing
the defectors.
The harsh reality is that defectors who try to return to Japan
are often not welcomed by their relatives in Japan. For this
reason, we and other supporters must take care of the post-
