Law in 2023, designed to prevent South Korean culture from
entering North Korea and from being consumed by North
Korean people. We will see whether culture can undermine
the North Korean regime where economic sanctions could
not.
Conclusion
North Korea is on the defensive on the strategic level. That
does not mean that the country will not take offensive actions
on the tactical level. Kim Jong-Un mentioned the Northern
Limit Line (NLL) in the Yellow Sea and called it “illegal and
unlawful” in the January speech. There is an inter-Korean
dispute in the sea between Yeonpyeong Islands and Socheong
Islands. North Korea might fire artillery shells into, fly
unmanned aircraft above, and/or send naval vessels to the
disputed area to heighten tensions. South Korea, the United
States, and Japan must remain alert; the mouse might roar if
or when it feels it is cornered.
