        Development To Realize Dubai’s D33 Economic


        Vision




        The   Dubai Government Human Resources Department (DGHR) has reinforced its commitment to
        the ‘Talent 2033’ Project, a transformative initiative launched in March 2024. This project aims to
        elevate Dubai’s workforce capabilities and establish the emirate as a global hub for talent and

        innovation. It is a key pillar in achieving the ambitious goals of the Dubai Economic Agenda D33,
        which targets doubling Dubai’s economy and attracting world-class talent by 2033.


        Strategic Objectives Of Talent 2033


        The ‘Talent 2033’ Project outlines several priorities to redefine Dubai’s workforce:


        Enhancing Skilled Workforce: The initiative seeks to double the proportion of highly skilled
        professionals, ensuring two-thirds of Dubai’s workforce comprises top talent by 2033.
        Gender Inclusion: Aiming for a 50% increase in female workforce participation to promote diversity
        and inclusivity.
        Integration of Emirati Talent: Plans to integrate 65,000 Emiratis into the private sector and project
        150,000 Emiratis in private-sector roles by 2033, accounting for 70% of the total.
        Data-Driven Workforce Planning: Development of advanced analytical tools to support public and
        private organizations in strategic workforce planning.
        Global Talent Retention: Establishing talent corridors and nurturing home-grown talent to address
        market demands.
        Alignment With D33 Vision


        The project represents a shift towards a productivity-driven economic model, with 50% of Dubai’s
        growth forecast to arise from productivity enhancements rather than labor-driven expansion. It also
        focuses on leveraging technology across key sectors to support Dubai’s transition to a globally

        competitive knowledge economy.


        Leadership Vision


        His Excellency Abdulla Ali Bin Zayed Al Falasi, Director General of DGHR, stated:“The ‘Talent 2033’
        Project is pivotal in achieving sustainable development goals and boosting workforce efficiency in
        Dubai. It aligns seamlessly with the Dubai Economic Agenda D33, positioning the emirate as a global
        talent hub. By fostering innovative strategic programs and nurturing unique capabilities, we aim to

        address future labor market needs and enhance productivity.”
