doctoral programs will be allocated based upon the length of time with APUS and the date of
application, as well as other factors as the Provost, for faculty employees, or President, for non-faculty
employees, determines to be relevant, including after taking into account the purpose of this policy set
forth above. Awards can be limited in time, duration, and amounts. Receipt of an award in one year or
for one term is not a guarantee that the benefit will continue to be provided. Award recipients are
required to earn a B or above and maintain at least a 3.0 average to be eligible for continued funding,
which is not guaranteed.
Specific Eligibility Guidelines for Outside Doctoral Tuition:
Each year APUS budgets a limited amount of funds to support candidates pursuing doctoral programs
outside of APUS. Candidates who meet the General Eligibility Guidelines above and who have been
admitted to a doctoral program at an institution outside of APUS, and have successfully completed at
least nine hours in that program, may apply and compete for the available dollars. Amounts to be
allocated will vary based upon length of time with APUS and the date of application, as well as such
other factors as the Provost or President/CEO determines to be relevant, including after taking into
account the purpose of this policy as set forth above. Awards can be limited in time, duration and

General Provisions:
The cost of graduate level textbooks for part-time employees must be covered 100% by the employee.
For APUS doctoral programs, in addition to textbooks, students will be responsible for additional non-
tuition fees, including for the APUS Global Security Program where students will be responsible for the
residency cost of $10,000. Students will also be responsible for the cost of any “off-campus residencies”
for APUS doctoral programs.
APUS fees for transfer credit evaluations, graduation applications, and per course technology are
waived.
Employees who are students with the University must register a personal address in order for their
textbooks and materials to be mailed (if applicable) to them at their residence. Internal mail services
are provided by APUS for business and professional purposes only.
APUS will not cover the cost of required “courseware”/software. The employee is responsible for any
expenses incurred for these products. If an e-book is offered for the course, the employee may acquire
a hardcopy text at his or her cost.
Tax Treatment of Doctoral Level Coursework:
Employees receiving benefits under this document should be aware that education benefits for courses
at the doctoral level are taxable and included in an employee’s gross wages unless a specific exemption
applies. The policies and procedures set forth in this document are intended to comprise, to the
maximum extent possible, a written plan of an educational assistance program in accordance with
Section 127 of the Internal Revenue Code (the “Section 127 Plan”). As such, the gross income of an
employee will not include the first $5,250 of amounts paid or expenses incurred (including, for this
purposes, the cost of tuition that would have been paid for courses taken at APUS) by APUS during a
