Prajudi Atmosudirdjo said that the scope of State Administrative Law is:

                     1 )  Law on the foundations and general principles of Public Administration.
                     2 )  Law on the organisation of the State Administration.
                     3 )  The law regarding the activities of the State Administration,  which is  juridical in
                         nature.
                     4 )  The law regarding the facilities of the State Administration, especially concerning
                         the State staff and State finances
                     5 )  Administrative Law of Regional Governments and territory, which is divided into:
                          Personnel Administration Law
                          Financial Administration Law
                          Material Administration Law
                          State Enterprise Administration Law
                     6 )  Law on State Administrative Court

                     Kusumadi  Pudjosewojo  divides  the  main  fields,  which  are  the  fields  of  State
               Administrative Law are taken from the Provisional Constitution:
                     1 )  Governance Law
                     2 )  Financial Administration Law
                     3 )  Foreign Relations Law
                     4 )  State Defense and Public Security Law

               Relationship between State Administrative Law and Constitutional Law

                     Administrative law and constitutional law are connected. Administrative law is derived
               from constitutional law because both are public laws that cannot be separated. Constitutional
               law deals with the fundamental concepts relating to these organizations and their powers and
               the  relationships  between  these  organs  and  the  people;  administrative  law  deals  with  the
               organizations, powers, functions, and obligations of administrative authorities.
                     For  the  relationship  between  state  administrative  law  and  constitutional  law,  Basu
               (2019)  revealed  that  it  is  logically  impossible  to  differentiate  between  administrative  and
               constitutional law, and any attempts are futile. While administrative law describes the various
               governmental organs in motion, constitutional law describes them at rest.
