              Define	the	budget.

Participants	buy	features	as	a	group,	but	each	participant
gets	a	personal	budget	that	he	or	she	can	allocate
individually.	Make	sure	the	personal	budget	forces
participants	to	pool	resources,	and	the	overall	budget
forces	them	to	make	hard	choices	among	the	features
they	want.
