dresses all concerns. A previous version of the site plan brought be- fore the Dinuba Plan- ning Commission re- ceived both favorable comments in addition to concerns about potential traffic issues existing on the entrance off El Mon- te Way.
In the report, city of- ficials brought up key is- sues including:
• The significant traffic that Dutch Bros locations generates. By being on the corner of El Monte Way and Alta Avenue, the site has ac- cess from two major

roadways to help ease the lines of traffic arriv- ing and leaving. Also, the site plan shows access onto the site from Frank- lin Way to the north.
• Eastbound El Monte Way traffic. Currently, vehicles on El Monte Way approaching Alta Avenue can enter the left turn lane and turn directly into the site. Since this could cause a backup of vehicle, the business would be re- quired to install a raised temporary median while the city seeks funding for the installation of a permanent median (as

part of the El Monte Way HSIP improvement proj- ect).
• Opening month traffic and noise-light. Where new Dutch Bros locations have received high amounts of traffic, that traffic cuts back after the novelty wears off. To address noise and light issues, there will not be a speaker box at the drive through. Run- ners will trained to mo- torists to keep noise levels down, and signs will be in place to ask motorists to turn down stereos and not rev their engines.
The site plan report said that since the proj- ect is already classi- fied as a permitted use and the site is properly zoned, the restaurant and drive-thru requires only an administrative site plan review. Staff said in the report that it believes any potential problems can be solver through careful atten- tion to project design and operation.
At the April 23 meet- ing, the council was requested to give feed- back, ask questions and provide directions to the completion of the administrative site plan review. An actual vote on the project will come at a future meeting.
