Monson- Sultana Joint Union Elementary School District wishes to take advantage of E-Rate funding discounts.
To that end, Monson-Sultana Joint Union Elementary School District (DISTRICT) is seeking proposals
for the upcoming round of E-Rate (July 1, 2022 - June 30, 2027). The District is seeking a multi-year contract to provide internet transport and service provisioning (ISP); commonly referred to as bundled internet. Contract term is July 1, 2022 through June 30, 2027.
Provider Criteria and Contract Requirements
The successful bidder(s) will be responsible for participating in the Federal E-Rate program.
Prices for each speed tier must be held firm for the duration of the contract or until all work associated with the project(s) are complete (including any SLD approved extensions)
This project is dependent on partial funding from the E-rate program. No part of this contract will be valid or executed outside of E-Rate timelines and approvals.
● Applicant expects the Service Provider to make themselves thoroughly familiar with any rules or regulations regarding the E-rate program.
● All contracts entered into as a result of this RFP will be contingent upon the specific funding of the E-Rate FRN tied to that contract at the percentage discount rate applied for.
● The maximum percentage the Applicant will be liable for is the pre-discount amount minus the funded amount as shown on the ERATE form 471 Block 5. The Service Provider will be responsible for invoicing the Schools and Libraries Division for the funded amount.
● No billing or connectivity that is covered by this contract can take place before the contract start date of July 1, 2022.
● All work must be completed or services delivered by the vendor within the E-Rate funding year authorized by a Funding Commitment Decision Letter (FCDL), unless an extension of time is applied for and granted by the Schools and Libraries Corporation for a specific FRN in a given year.
● In the event of questions during the E-Rate audit process, the successful service provider is expected to reply within 3 business days to questions associated with their proposal.
● The contractor is responsible for providing a valid SPIN (Service Provider Identification Number) at the time the bid is submitted.
● The contractor must also provide a valid FCC Registration Number.
● All work is subject to the 100% approval of the project or purchase by the FCC and SLC under the E-rate discount program of the Telecommunications Act of 1996.
● Vendor will be responsible for procuring the discounted amount of the contract cost from the SLD within the allowable service provider invoicing window (Service Provider Invoice method). The form 472 BEAR reimbursement process will not be used by the District.
Proposal Evaluation
It is anticipated that a contract will be made with the provider whose proposal is determined to be the most cost effective and in the overall best interest of the MONSON-SULTANA SCHOOL DISTRICT. The main evaluation considerations are: 1) price, 2) demonstrated quality of service 3) industry experience, and 4) qualifications. A copy of the complete bid evaluation matrix used by the district is available on request.
Scope of Contract:
1. The district is seeking a multi-year contract for bundled fiber optic internet service (transport and provisioning). ISP shall provide a pricing matrix for choices of symmetrical connections of
1, 2, 5 and 10 gigabit per second. The contract should include a growth clause that allows for the district to increase bandwidth during the term of the contract with no other changes to the contract other than the price for the bandwidth capacity needed.
2. Transport fiber must be capable of at least 10Gbps (with appropriate endpoint equipment) to insure for future needs. It is anticipated that the district may choose to adjust the speed of the ISP connection as connectivity needs change during the course of the contract.
a. There can be no downtime during the potential change of fiber providers during transition between existing and new service providers, and it will be the contractor’s responsibility to coordinate between the old and new transport and provisioning entities.
b. Selected vendor will provide a fiber connection between the DISTRICT and the Internet Service Provider’s (ISP) provisioning point, currently Californian State University Network at 198.188.255.xxx) or exact functional equivalent. Quality of Service (QOS) must be of comparable reliability (functional equivalent) to existing connection. Any change from the existing ISP must be pre-approved by the applicant prior to the closing of the bid window to insure continuity and quality of service.
3. The fiber transport and connectivity must be capable of providing a symmetrical connection (up and down) of 1, 2, 5 or 10 Gbps between the district and the ISPs provisioning point. District has the discretion to select the bandwidth needed for current operational needs, as they occur, during the life of the contract.
4. The fiber connectivity is to include the connections and equipment necessary at each endpoint to integrate into the ISP and DISTRICT network routers at the selected bandwidth as needed.
a. The equipment necessary to accomplish connectivity is a part of the contract and shall remain the sole separate property of the service provider. No end user equipment shall be part of the bid.
b. Service provider must provide all service and support for repairs of the fiber connectivity and for maintenance of the end point terminations including configuration of routers at both termination points. Service provider must maintain a physical service presence (response) within 50 miles of the Monson-Sultana School District Office at zipcode
93666.
c. It is understood that mission critical functions of the DISTRICT are carried out over the fiber connectivity provided under this contract. In the event of failure of the connectivity, the service provider must be able to provide 24/7/365 capability to restore the connection in a reasonable time and manner.
d. The service will be billed monthly by the provider monthly. The term of the contract is: July 1, 2022 through June 30, 2027.

Proposed Conditional Use Permit Amendment (Conditional Use Permit No. 2021–02): The Planning Commission will consider a Resolution of the Planning Commission Amending the Conditional Use Permit for the Sanger Generating Station, authorized by Conditional Use Permits 89-1, 93-4, and 2018-07. Conditional Use Permit Amendment application proposes to install a battery energy storage system at the existing thermal power generation facility.
Project Location: The subject property is located on the south side of Muscat Avenue, in the southeast quadrant of the City. The APN for the subject property is 332-041-71, containing approximately 14.92 acres.
Project Description: The applicant has applied for a Conditional Use Permit Amendment pertaining to APNs 332-041-71, containing 14.92 acres. The Conditional Use Permit Amendment proposes to construct and install a Battery Energy Storage System (BESS) array for the purposes of energy storage on the site of the existing Algonquin natural gas fired combined cycle power plant. The California Environmental Quality Act (CEQA) classifies the aforementioned Conditional Use Permit Amendment a “project”, therefore an Initial Study has been prepared, and no significant environmental impacts were found. A Negative Declaration has been prepared, and a Notice of Intent has been filed with the County Clerk. A Notice of Determination will be filed with the County Clerk within five (5) days of approval by the lead agency.
