"It was a do-or-die situation," Hall said. "They needed to open, because they're still having to pay the rent on their building. The money coming in to them, for some of the barbers that's the only way for them to sup- porttheirfamily.There was no money com- ing in. So we just said they could open and we came up with some healthy safety rules."
On May 7, the Parli- er City Council also passed a resolution to adopt the executive or- der requiring the sepa- ration of six feet to practice proper social distancing for busi- nesses.
Beltran said they pushed to establish the social distancing requirements for the open businesses to help get the businesses back on their collec- tive feet. She used De- lia's Fashion as a prime example, so the owner
cautioning people to not gather.
Where those hangers have been distributed may also be an indicator as to where the most af- fected areas of the city are, as city staff based those distributions off a heat map by Fresno County Health and Hu- man Services, showing where the majority of cases were.
Mayor Frank Gonza- lez shared Chapa’s con- cern of opening too fast and under uncertain guidelines.
“We need to step up and make our own guidelines,” Gonzalez said. “I really just don’t want to run rogue and start opening businesses (without a plan).”
One citizen was also concerned with citizen’s lack of due diligence.
“People in Sanger are not taking it seri- ous,” said Sanger citizen Kevin Carter. “It makes no sense that the county is talking about opening back up with the num- bers still going up.”
Another citizen, a mi- crobiologist by trade, en- couraged the city to keep the public informed as a matter of public health.
“I just want to remind the city to drive the mes- sage home that shelter- ing-in-place saves lives,” said Jerry Valadez.
Councilmember Eli
faced a $5,000 monthly rent payment and utili- ties needed to be paid along with personal mortgage and utilities begging owed — with no income.
"She's trying to stay afloat and she's been waiting for the gover- nor, but it's been two months of no income," she said. "And I can't even imagine one month — or one week, having zero income. Can you imagine two months?"
Hall and Beltran said nearly all businesses in Parlier are smaller shops with very little foot traffic.
"Here, they're lucky if they get 10 people a day without [the CO- VID-19 situation]," Hall said.
The salons and bar- bershops have returned to business with styl- ists wearing masks and practicing social distanc- ing as much as possible. The city's hairstylists have expressed grati- tude at the opportunity to be working again.
Ontiveros went as far as to recommend an ordi- nance requiring all citi- zens in Sanger to wear a face mask when go- ing out. Chapa said he hopes it doesn’t have to come to that and will be closely monitoring the numbers and people’s behavior over the next few weeks.
Other council news
The council approved a first reading of an or- dinance that will estab- lish a $250 permit fee for massage establish- ment permits within the city. The ordinance was introduced to combat the potential for illegal activities at such estab- lishments.
Over the past seven years, there have been two cases in which in- vestigations led to the arrest of massage parlor employees for soliciting prostitution. The first case was in 2013 and in- volved a massage parlor in the 1300 block of 7th Street. The other case occurred in the 2500 block of Jensen Avenue last year.
The permit fee will be used to conduct back- ground checks of appli- cants.
“Without the ordi- nance, all they would havetodoiscomeinan get a business license,” said city attorney Hilda Cantu Montoy.

“This makes me con- cerned about the safety of my children and my
neighbors,” she said. “We don’t want our kids grow- ing up around this kind of atmosphere it just makes us realize that we got to look out for one an- other, report something
suspicious quickly and it’s just nerve wracking, that’s what this is.”
The May 11 fatal shooting was the city of Sanger's first homicide in 2020.

at the meeting that one of the nine COVID-19 deaths in the county was a resident of Sanger.
But Chapa also high- lighted some good news in the fight against the pandemic, such as the testing center at the Sanger Community Cen- ter. According to Chapa, the testing center will be conducting tests over the next three months and he hopes people in the city take advantage of it.
“I am strongly en- couraging all citizens to get tested,” Chapa added.
The testing is intend- ed to monitor asymptom- atic people, giving them vital information to help curb further infection.
“If five people out of 100 test positive, I believe that those five people will self-isolate,” explained Chapa.
He said 57 tests were done at the test center on its first day, May 7, including his own.
But another concern he had was people not taking social distancing and sheltering-in-place serious enough. As an added measure, city staff has placed bill- boards in various city locations with health warnings and have dis- tributed door hangers
