Roundabout, Alta/Kamm Roundabout and rehabil- itation work to Well #21
and the Wastewater Re- placement Clarifier.
During council dis- cussions on the bud- get, Armando Longoria from District 3 asked when East El Monte Way alongside Rose Ann Vuich Park would be widened. City Man- ager Luis Patlan said that the work is the next scheduled phase of the project, but the cost of the project has deleted the work.
Patlan said that con- siderable right-of-way needs to be acquire and a design must be com- pleted before the project can begin.
Kuldip Thusu, coun- cil member for District 4, praised the proposed budget and noted that reserves are in great
shape and does not in- clude Cares Act funds. Patlan later thanked the council for its support and letting city staff do their jobs. He praised Solis for her work on the budget package.
Mayor Linda Launer followed by opening the public hearing session, but no public comment about the budget was brought forward. The budget package then was approved, and af- ter another brief public hearing the second reso- lution was approved.
The council also ap- proved the following ac- tion items:
• Resolutions order- ing the levy and col- lection of assessments within the city's Land- scaping and Lighting Assessment Districts for the 2021-22 fiscal year, and approval of Compliance Certifica- tion and Hold Harmless Statement forms regard- ing levy and collection. Kristin Harvey, NBA Government Financials Services consultant for Landscaping and Light- ing, made a brief presen- tation via video call to provide information and answer questions.
• Adopted Landscape Design Guidelines for council consideration, with the goal of improv- ing landscaping citywide and develop a consistent theme for developments.
Also, the council passed a brief consent calendar that included a $2,000 request from the Leadership Northern Tulare County Class in putting on the inaugural Freedom Fest on Friday, July 2, in downtown Dinu- ba.
