                         ON THE OCCASION OF THE SIGNING
                    OF THE MEMORANDUM OF UNDERSTANDING
                 BETWEEN THE UNITED NATIONS OFFICE AT GENEVA
                  AND THE GENEVA CENTER FOR SECURITY POLICY

          Excellencies,
          Distinguished Guests,
          Members of the Press,
          Ladies and Gentlemen,

          I            welcome today's signing of the Memorandum of Understanding

                      between  the  United Nations Office  at  Geneva  and  the

                                  signed by two distinguished Swiss
                                                                   diplomats,

          Mr. Hans-Ulrich Ernst and  Ambassador Erwin Hofer,  both  of  whom  are
          highly knowledgeable  about  matters  related  to  peace  and  security,  and  with
          whom 1 have  had  the  good  fortune to become well  acquainted  during  my
          tenure  as  Director-General.  In  the  two  years  since  the  Geneva  Center  for
          Security  Policy  was  inaugurated,  the  Director  of  the  Center,  Ambassador
          Daniel  Woker,  and I have  established  a  close  working relationship. I and
          my  colleagues have on  several  occasions  provided  briefings  to  GCSP’s
          faculty,  visiting  scholars  and  course  participants.  I  have  also  had  the
          opportunity to participate in a number of the excellent seminars hosted by the
          Center,  frequently  in  the  company  of  ministers  and  other  dignitaries  from
          GCSP's  partner  countries.  UNOG  too  is  often  host  to  high-level  delegations,
          including Heads of State and Government, from countries affiliated with GCSP.
