I. Art and practice of diplomacy are very much in need today

1. The question what is to be done is closed.

After September 11, immediately the consensus was found — global
scourge needs the global response

2. The major issue today is how it should be done.

The answer is the good governance:
• Democratic
• Law-based
• Visionary

II. Diplomacy is one of the major instruments of good governance.
What is expected from diplomacy — continuity and change

Continuity:
A. Professionalism
B. Style
C. Personal factor — Common sense. Momentum
