4. Nous avons cependant tenté encore d’infléchir la mise en œuvre de la décision
en rencontrant la CEO par intérim et en insistant auprès de la FAAFI pour que la
décision revienne à la future CEPA (Chief Executive of Pensions Administration).

A l’heure actuelle la résolution 2019 n’est disponible qu’en format projet et un certain
flou subsiste sur la suppression du poste P5 du Bureau de Genève même si nous
avons été informés du départ d’Aliamane Bacar Said en avril prochain mais sans avoir
l’information sur ses nouvelles fonctions.

§11. Stresses that the Secretary of the Pension Board shall be fully independent from
the Chief Executive of Pension Administration and the Representative of the Secretary-
General and in this regard decides that the Secretary of the Pension Board shall be
selected and evaluated by the Succession Planning Committee of the Pension Board in
accordance with relevant staff regulations and rules, while noting the redeployment of
the D-1 from the Geneva Office as a temporary arrangement starting in January 2020,
requests the Pension Board, through its Succession Planning Committee, to expedite
the selection and nomination process; and further decides that the Secretary shall
report directly to the Pension Board, while being provided with administrative support
from the Pension Administration and the Office of Investment Management, as
necessary;

§35.Stresses the importance of having a consistent benefit processing rate as well as
maintaining the quality of service provided to clients in Europe, West Asia and Africa
and in this regard requests the Chief Executive of Pension Administration to maintain
appropriate parallel characteristics of the Geneva Office and to provide updates on the
issue in the context of the next report of the Board;

La résolution implique cependant des changements importants :
1. Appel à un institut extérieur pour étudier les problèmes de gouvernance tout en
conservant le groupe de travail interne
2. Suppression de la présence des suppléants pour les réunions du Comité Mixte
lorsque le titulaire est présent

Notre Caisse actuellement se trouve dans une drôle de situation. La CEPA ne pouvant
prendre ses fonctions suite à un grave accident, le candidat pour le poste d’assistant
CEPA pas encore choisi et le Chef du Bureau de Genève en transhumance. Cette
situation nous inquiète et nous nous en sommes ouverts à la nouvelle CEPA.
