               employees with mental health conditions.





               The  FAFICS  Council  is  invited  to  examine  the  JIU  Report  on  the  ‘FINDINGS,
               CONCLUSIONS AND RECOMMENDATIONS RELEVANT TO THE CEB/HLCM FROM
               THE REVIEW OF MENTAL AND WELL-BEING POLICIES AND PRACTICES IN THE
               UNITED NATIONS ORGANIZATIONS.



               Due to the negative impact that the different categories of risks are causing to the
               international  civil  service  and  which  adversely  impact  not  only  the  health  and
               well-being of the staff, but also the productivity, mandates and the fundamental
               values  enshrined  in  the  UN  Charter,  it  is  essential  that  FAFICS  prioritizes  the
               examination  of  this  report  and  that  the  necessary  actions  be  identified  and
               discussed with the UN Administration to find a remedy for this situation.



               One can ask whether this issue is of interest to FAFICS.  Obviously, if the risks
               described affect directly the active staff members, the impact on the category of
               retirees should not be minimised, for the simple reason that that today’s active
               staff  are  tomorrow’s  retirees.    Furthermore,  health  risks  causing  illnesses  and
               disabilities  have  a  financial  cost  both  for  the  Pension  Fund  and  the  insurance
               schemes  and  could  negatively  affect  their  actuarial  studies  and  their  financial
               balances.
