Winning the Big Raffle

Kobi has been signing up for every possible raffle for the past two years. Today was finally his turn
to win. “If the Resident’s Price project didn’t exist, we wouldn’t get to any apartment.” “Yesterday
afternoon Kahlon announced on Facebook that he… that the results will come out today. Near
midnight I saw that I won.” The problem is that each winner only knows that they won, but it’s still
unclear what exactly. “I signed up, I won – and I don’t know what apartment I have. How much it
costs, what the sizes are, maybe it has design problems.” The higher the winner’s place is on the
list, the more of a first right he’ll get and be able to choose the apartment he wants. Those drawn at
the bottom of the list will probably be left with smaller, less attractive apartments. The highest
chance of winning an apartment in the big raffle was in Shlomi and Tirat Hacarmel, where almost
everyone who went to the raffle won an apartment. The lowest chance was in Ra’anana, where a
hundred and thirty six enrollees competed for each apartment. Despite the winners’ optimism, up
until today not a single Resident’s Price apartment was given. There were many who along the way
even relinquished their win because of problems with the projects. Years will pass until the couples
