In this initial evaluation of Just Transition's pilot application, it has
been observed that the process of social dialogue, which is the
framework's pillar, remains lacking in the power sector and in some
way, is failing in the transportation sector. Much work, in other
words, remain to be done.

Such failures or decits, however, are deeply rooted owing to a
business-as-usual approach in dealing with climate and poverty
emergencies. The lack of a just transition process in the power sector
was due to the fact that there was no phase-out plan for fossil fuels to
begin with, while the continuing dispute between the government
and the transport sector on PUV modernization also points to a
shoddy process as well as the fear of economic dislocation among the
PUV drivers.
