               Biography
               Dr. Copeland served in the Army for four years as a Military Police. Later in his career, he retired from the
               Coast Guard where he served for 23 years. He attained the rank of Chief Petty Officer. While serving on active
               duty, he performed various leadership and management roles as the Senior NCO USCG Supply Department.
               Moreover, he was responsible for the management of supply funds, reconciliation, property management,
               requisitioning, supply policy and procedures, training & development, procurement & contracting during his
               Coast Guard career. Also, he assisted in coordinating efforts to support supply and logistics for USCG units
               during the Katrina Hurricane crisis. Dr. Copeland also served in the capacity of alternate contracting officer for
               foreign contracting, and funds disbursement for the military (USCG vessel) and other government agencies
               (OGA) while being deployed in South America (UNITAS).
