February 2005. Countries that ratify this Protocol commit
to reducing their emissions of carbon dioxide and five other
greenhouse gases, or they commit to engaging in emissions
trading if they maintain or increase these emissions. Under
the treaty, countries must meet their targets primarily through
national measures. However, the Kyoto Protocol also offers
countries an three market-based mechanisms as way of
meeting their targets: emissions trading, clean development
mechanism, and joint implementation. The mechanisms
help stimulate green investment and help Parties meet their
