                            Ground stations must be licensed as Landmobile stations. Aircraft may
                            operate under a General User Radio License (GURL), refer NZ Gazette
                            Notice 20/2/2003, No 15, page 437, Notice No. 1138 (note that the
                            NZ Fire Service does not currently have AM radios).
                            General note – The Ministry of Economic Development requires that any communication on   Fixed wing safety
                            Repeater channels (e.g. ESB 180 & ESB 164) with any aircraft should occur 1000 feet above
                            ground level for ground stations.
                            Procedure (New Zealand Fire Service ESB Band Radios)

                            1.  All air operators arriving at the fire ground will call the
                               Operations Manager on the “Liaison” channel 10 (140.9875 Mhz).
                               The Operations Manager will confirm arrival instructions,
                               landing site and designated ESB air operations channels.   Helicopter safety

                            2.  The standard air operations channel will be “Fire 4” (140.6125 Mhz).
                               Only air operations traffic will use the “Fire 4” channel when
                               aircraft are operating on the fire ground.
                            3.  The Operations Manager will normally assign an Aircraft Manager
                               to manage the air operations on “Fire 4”. The aircraft manager
                               should operate on channel 14 which is “Fire 4” and “Liaison”.   Aviation radio

                            4.  The Operations Manager will contact the Aircraft Manager on the   channels
                               “Liaison” channel 10 when passing instructions with regard to air
                               operations. The Operations Manager should avoid using “Fire 4”
                               (Channel 4) to contact the Aircraft Manger as this may distract
                               the aircraft.
                            5.  The Aircraft Manager will contact the Operations Manager on   Briefings and
                               “Liaison” channel 10 as required.                           questions
