2020-2021 BUDGET PLANNING ASSUMPTIONS
•Senior administration and ECCS board members decided to finance the 1.3-million-dollar deficit from the division’s accumulated reserves for the 2019-2020 school year.
•! The ECCS division has been accessing the school division’s reserve funds to purchase the CTS trailer, computer equipment and infrastructure, school maintenance projects, and profession development resources.
•! Government officials were alluding to the possibility of school divisions losing their accumulated reserves if they these funds were targeted to be spent.
•! A significant portion of ECCS division reserves were approved to fund the BSS classroom expansion project.
•! Schools were not required to manage a balanced budget during the 2019-20 school year to address the 1.3-million-dollar deficit from the previous school year.
•! In 2020-21 ECCS is faced with a new Alberta Education funding manual combined with task of reducing a 1.3- million-dollar deficit.
•! Using surplus to cover deficit budgets must be approved by the Minister of Education. Alberta Education has a cap and will approve no more than the cap.
•! 70-75% of the operating budget is assigned to human resources and in order to manage a balanced budget for the 2020-21 administrative teams will need to adjust the number of instructional and support staff for the 2020-2021 school year.
•! ECCS division schools will need equally share the challenge of maintaining a balanced budget across the entire school division.
•! Limited any single school responsibility for a deficit of no more than 10% of their grant allocations..
•! Weighted Moving Average (WMA)
•using the weighted moving average, it takes two
years to be fully funded for increase in enrollment
•if enrollment is declining, some residual value carries forward to subsequent years
•! Projected enrollment for 20-21 = 19-20 enrollment plus growth of:
•! 4 ECS,
•! 21 grade 1-9 and •! 15 grade 10-12
