EU Care Strategy
In September, the European Commission presented its European Care Strategy to ensure quality,
affordable and accessible care services across the European Union and improve the situation for both
care receivers and the people caring for them, professionally or informally. The Strategy is accompanied
by two Recommendations for Member States on the revision of the Barcelona targets on early childhood
education and care, and on access to affordable high-quality long-term care.
For the EWL, care is the backbone of society as testified during the COVID-19 pandemic. The European
Care Strategy addresses many of the issues that the EWL has outlined in its Purple Pact – a feminist
approach to the economy, published just as the pandemic broke out. The Care Strategy addresses
universal provision of services for early child education and care, expanding beyond childcare per se,
and for long-term care. The emphasis on quality, affordability, accessibility and inclusiveness as the
core elements driving these services is very welcome. The Strategy also addresses the issue of the
workforce, primarily women including migrant women, and calls for valuing the sector and improving
pay and working conditions. This in turn will have an impact on closing the gender pay, pension and,
subsequently, poverty gaps as well as tackling gender stereotypes. The Strategy recognises that care
is crucial to achieving gender equality. See more on EWL Website.
The Commission's proposals for Council Recommendations will be discussed by Member States with
a view to adoption by the Council. According to the Commission proposals, Member States should
inform the Commission on measures to implement the Recommendations one year after adoption. For
each Recommendation, the Commission will publish an in-depth report within five years to give an
overview of the state of play of implementation. The Commission will also continue monitoring policy
developments during the European Semester and supporting reforms and investment through available
EU funding.
➢ The EWL calls on Member States and the Czech Presidency to swiftly adopt the
proposed Recommendations and stands ready to support the process.

EWL member and national coordination for Ireland, the National Women's Council (NCWI) is proud to
announce that their landmark conference for young women, FemFest, is back! This year's event will
take place on Saturday, 19 November from 10h00 to 17h00 at the Academy Hotel Dublin.
