It should also be noted that HB 38 was attached to HB 136 in the Senate. HB 38 will allow DDS beginning July 1, 2017 to
issue a Class C license (as opposed to a Class M) to operators of three-wheel motor vehicles that are controlled by a
steering wheel (i.e. auto-cycles).
Other bills of interest that passed include SB 176, one of three criminal justice reform bills, which addresses habitual
violator probationary licenses and permits for third-in-five convictions of DUI drugs. SB 128 and SB 95 relate to the sharing
of data with the Department of Natural Resources and the Council of Superior Court Clerk’s Council, respectively. There
is also a bill related to the operation of autonomous vehicles on Georgia’s roadways, SB 219, and a couple of bills honoring
law enforcement officers, SB 15 and SB 18.
None of the immigration bills passed. Neither did SB 212, a bill offered by the Prosecuting Attorney’s Council to clean up
HB 205 from 2016.
The bills that passed now go to the Governor, who has 40 days to sign, veto, or do nothing (in which the bill automatically
becomes law).
Georgia Electronic Conviction Processing System (GECPS)
The DeKalb County State Court, Traffic Division, formerly known as the DeKalb County Recorder’s Court, is one
the largest traffic courts in the State of Georgia.
The court electronically transmits to DDS via GECPS approximately 3,500 traffic citations monthly.
Prior to January 2017, the DeKalb County State Court, Traffic Division, transmitted approximately 18,000
citations that contained errors. After some major changes within the court, the number of errors received has
decreased significantly. Some of the reasons given for this reduction in errors are reduction in jailed drivers,
increased involvement of judges in the transmission process, daily communications between the court and the
GECPS team, and dedicated court employees. Consequently, the DeKalb County State Court Traffic Division has
been more consistent in submitting citations within 10 days (a key quality metric). A big “thank you” to the
DeKalb County State Court, Traffic Division, for taking the steps to get back on track!
