encourage students or staff to use the library and develop their information skills; d) assist on the delivery of the
curriculum through provision of information, knowledge and resources to support student learning;
e)assist teachers in project making, curriculum enrichment and professional improvement; and f) assist the
librarian in library developments such as revision of the library manual, library development plan, etc. for the
improvement of library services.
Approved Library Development Plan
The 5-Year Library Development Plan (2019-2023) was devised and approved by the Vice- President
for Academic and Related Affairs. The Library Development Plan includes eight (8) areas namely: a)
Administration; b) Library Personnel/Staff; c) Collection Development, Organization and Preservation; d)
Services and Utilization; e) Physical Set-Up and Facilities; f) Financial Support; g) Linkages and h) ISO
9001:2015 Standards. This is to address the various needs and demands of the academic community.
Strategic objectives on the different areas were set in order to attain the goal/s for the improvement of
delivery of library services.
IMPLEMENTATION
Management, administration and supervision of the library
The library’s organizational structure is well-defined (Figure 1.). It shows the personnel chart as well
as their respective area of assignments. This implies that they are to perform the duties and
responsibilities expected of them as in-charge of the section. The library is managed by a licensed
librarian, likewise a licensed teacher. She finished her Master’s Degree in Library and Information
Science in 2015 at Saint Paul University Philippines, Tuguegarao City and Master of Arts in Education
with specialization in in English in March 2014 at the University of Cagayan Valley, Tuguegarao City. She
actively participates in administrative council and academic council activities of the institution.
The head librarian regularly submits accomplishments and other reports to higher authorities as
deemed necessary. A duly approved library operations manual is available to guide librarians in the
internal administration and operational activities of the library. A Five-Year Development Plan is
prepared in consultation with the institution’s officials.

participation in academic and administrative activities of the institution
The head librarian is holding a College Librarian II position and is designated as University Director
for Library Services and Campus Librarian. She is a graduate of Bachelor of Secondary Education (BSEd),
major in Library Science & minor in English. She finished her Master in Library & Information Science
(MLIS) at Saint Paul University Philippines in 2015 and her Master of Arts in Education with
Specialization in English at the University of Cagayan Valley, Tuguegarao City in March 2004. She is a
licensed librarian and a licensed teacher. Her supervisory functions include the following: a) plans
development programs for the library and provides direction, control and supervision over the activities
of the library; b) plans and recommends policies for the improvement of the library to be able to
support the academic programs of the university; c) coordinate the work of the office with the different
units and departments affected by the library
