& CDF10 Forms
We get a lot of questions from members about
controlled drugs, CDF10 forms and what it is they are
signing for when the delivery is made from PSUK.
Under the Misuse of Drugs Act 1971 – there is a
requirement for wholesalers when supplying dispensing
doctors with Controlled drugs (Schedule 2 & 3) to have
a signed order or requisition – the CDF10 form.
What is a CDF10 form?
The CDF10 form is essentially the signed order from a doctor for the
wholesaler to supply a controlled drug. By law, a wholesaler needs to have this
signed order before they can process the order to supply to the dispensary.
As a wholesaler, we have to be able to demonstrate to the home office that
for every controlled drug that has left the CD cabinet, there is a CDF10 form
signed by a GP requesting the order – this applies to schedule 2 & 3 drugs.
The regulations actually stipulate that the CD requisition form must be a
paper copy received by the wholesaler before they can process the order. In
reality, the home office recognizes that in the current wholesale model it is
not feasible for the wholesaler to wait for a paper copy to be received before
processing a controlled drugs order. This would cause long delays to the order
and supply of controlled drugs.
As a result of this, the wholesaler is allowed to process the order on the
promise of a signed order from a GP. For PSUK members, we will email
you out a pre-populated CDF10 form once you order any controlled drugs,
alternatively you can download a blank copy from our website.
CDF10 forms and your PSUK driver
Because of these strict rules, the PSUK driver is not allowed to leave any order
with you that has a controlled drug in it, without a signed CD requisition form.
If the driver does not have the CDF10 form in their hand, we do not have a
legally valid order, so we cannot supply the CD.
What often causes confusion with members is the idea that the CDF10
is signing for receipt of delivery and therefore what is in the delivery must
match the order. This is not the case – remember, the process if followed by
the letter of the law means the wholesaler should have the signed document
before we process the order. It’s essentially an authorisation for us to pick the
controlled drug.
This document is separate to anything else you may be signing for such as
the confirmation for delivery.
Hopefully this helps to understand why Dispensing Doctors need to complete
a CD requisition form and the importance of making sure you have a signed
