"Taydor" accelerated the process
An important program was adopted by the UN on September 25, 2015 and was called
“Transforming our world: the 2030 Agenda for Sustainable Development.” Eradication of
poverty , safe and free living of people, equal use of natural resources, prevention of hunger
and homelessness, ensuring the rule of law, achieving environmental cleanliness are some of
the most important goals of this program.
This important document, endorsed by 193 countries, includes 17 main goals, 169
targets and 230 indicators that serve to achieve sustainable development goals. However,
in order to fully achieve these objectives, each country first needed to develop “Electronic
Government”. Thanks to this, a system of rating countries was launched based on rating
indicators of providing quality public services to the population, representatives of the state
and non-state sectors and making their lives easier.
Of course, many agreements were concluded when the global program was adopted.
For example, measures to combat climate change, environmental degradation, clean drinking
water and poverty were taken into account. But no one could have predicted that the
coronavirus pandemic would hit the earth, and as a result, the need for remote provision of
government services would sharply increase. This put on the agenda the task of further
accelerating the formation of the Electronic Government system.
“Electronic government” as a separate concept and system first came into use in 1991
in the USA. It consists of a system of public administration and the provision of public
services based on the exchange of electronic documents and automation of management
processes.
After a certain period of time, the world community in this area paid special attention
to establishing mutually beneficial international cooperation, conducting research and
implementing global innovation projects.
In particular, since 2003, the UN has regularly conducted studies aimed at assessing the use
of electronic technologies by government agencies to provide public services to citizens. They
take as the main criteria the volume and quality of Internet services, IT infrastructure and the
level of human capital development.
So what does e-government do for people? What are its advantages?
The e-government system ensures mutual cooperation of government agencies,
reduces management costs and increases the speed of management processes. At the same
time, it optimizes and simplifies the system of providing public services to the population and
business. In turn, this creates a transparent and convenient system of communication between
the people and the authorities, free from bureaucratic obstacles.
In addition, this system serves to enhance the technological knowledge and skills of
citizens, public participation in government, including decision-making, and the expansion of
the role of the public. Therefore, e-government is of great importance in deepening
democratic principles and strengthening the responsibility of government agencies to the
people.
