Currently, there is no single strategy or model for the formation of e-government. Only
based on the characteristics of development and geography, 4 models are distinguished. These
are the continental European model, the Anglo-American model, the Asian model and the
Russian model.
The Western Region's models are based on the United States and European countries.
For example, if in the USA the main place in this regard is occupied by the improvement of
the political system, then in Europe (Denmark, Great Britain, Sweden, Finland, France,
Germany, etc.) attention is paid to the widespread introduction of ICT in administrative
reforms and services to citizens.
The UK is one of the leaders in the e-participation index and the ranking of countries
in the world for the development of “electronic government”. In this regard, the strategic
program “Modernization of State Power” adopted in 1999 in this country was decisive. As a
result, the government portal “Online UK” was launched and the “Direct Communication”
project was implemented. This provided citizens and business entities with the opportunity to
use government services electronically in a convenient and simplified form, as well as
exchange open information.
In the models of the Eastern region (South Korea, Japan, Singapore), the main place is
occupied by the reform of the public administration system, based on the principles of new
public management, openness and transparency of the activities of government bodies.
The peculiarity of the development of “Electronic government” in Russia is aimed at
electronicizing the activities of federal government bodies, as well as active automation of
local departments.
What is the situation in Uzbekistan?
The cornerstone for the implementation of this system in our country was the adoption
of the Law of the Republic of Uzbekistan “On Electronic Government” in 2015. In turn, this
document provides a legal explanation of the concept of e-government and defines its main
objectives.
According to him, “Electronic government” should ensure efficiency, speed and
transparency of the activities of government agencies, as well as strengthen executive
discipline. In addition, it creates databases of government agencies, a Unified interactive
portal of government services, and a unified register of electronic government services. Thus,
the principle of “one window” is introduced in the public administration system.
In the process of submitting statistical reporting, customs clearance, obtaining licenses,
permits, and certificates, business entities are transferred to an electronic document
management system. At the same time , e-commerce, automated accounting, control and
payment systems for utility services are widely used.
At the moment, the Unified interactive portal of public services (my.gov.uz), the portal
of the system for assessing the impact of legislative documents (regulation.uz), the virtual
