The Decree of the President of the Republic of Uzbekistan “On the implementation of
the strategy of action in five priority areas of development of the Republic of Uzbekistan in
2017-2021 in the “year of development of science, education and digital economy” “defines
specific tasks to solve these problems. These measures include the development of
interdepartmental electronic cooperation, increasing quality and expansion of the list of
provided electronic government services, widespread use of forms of interaction with the
population and business entities without direct contact.
The National Project Management Agency under the President of the Republic of
Uzbekistan is directly involved in the development and implementation of e-government.
Meanwhile, this Agency has done a number of positive things.
For example, the Unified Payment System has been launched, which tracks the
amounts of state duties and fees paid for utility services. In 2019, the process of providing 15
public services was optimized. Among them are such services as “Admission of children to
state preschool educational institutions” and “Providing information about pensions.”
Last year, the number of payments through the Unified Payment System increased by
almost 70%, and the amount almost doubled. Access to the Electronic Government system
for individuals and legal entities is provided through a unified identification system
(id.gov.uz). The official websites of more than 60 authorized bodies are connected to it. In
2019, the number of registered individuals was 150 thousand, which is 61% more than in
2018.
In May last year, the Regulations on the procedure for the development and
implementation of projects for the creation and implementation of interdepartmental and
departmental information systems, databases, software products and other projects in the field
of information and communication technologies were approved . Based on this document, an
examination of the project is carried out.
According to the data, in 2019, 101 projects were submitted for consideration (taking
into account the projects sent for consideration, 134 projects were considered). Also in 2019,
more than 150 draft regulatory documents in the field of information and communication
technologies submitted for consideration by government organizations were reviewed and
concluded.
In order to improve legislation in the field, the Concept for the development of the
Electronic Government system in the Republic of Uzbekistan in 2020-2025 and the Road Map
for its implementation, the architecture of the Electronic Government system and the
implementation schedule have been developed. developed for its implementation in 2020-
2025.
