life. In any case, can we say that those who get married in a whirlwind of worries about how
to feed their stomachs, how to get medicine for a sick mother, a sick father, a sick child or a
sick wife are people who are satisfied with life?!
This painful problem depends on several factors. The most important of them is that
the problem is hidden. It’s no secret that poverty in our country has been a “closed topic” for
many years . Instead of this category, we used the terms “low income” and “need” to
express our pain. As a result, poverty has not decreased or completely disappeared from our
doorstep.
Fortunately, today's effective system of communication with the people reflects the
real situation. How people actually live, their most painful points are revealed.
According to research results, most of the population of our regions, especially in rural
areas, do not have a sufficient source of income. Like other countries in the world, we have a
poor class. It is also true that they are about 12-15 percent. This means a population of 4-5
million people! Look, the daily income of these compatriots does not exceed 10-13 thousand
soums.
Taking this into account, the head of our state, Shavkat Mirziyoyev, enthusiastically
put this issue on the agenda and set urgent tasks for the authorities to develop appropriate
measures.
So what do they mean? Based on what effective mechanisms?
People say that all troubles come from idleness. Likewise, there are factors that cause
poverty. The first of them is unemployment!
Scientists believe that the correct and most effective way to eradicate poverty is to
increase employment. Creating decent and well-paid jobs for people is a bold step towards
the goal. To do this, it is necessary to create conditions for entrepreneurship in rural areas, a
favorable environment for business. According to our President, poverty reduction means
the implementation of a comprehensive economic and social policy aimed at awakening
the spirit of entrepreneurship among the population, the full realization of a person’s
inner strength and potential, and the creation of new jobs .
Pay attention to the statistical analysis: over the next two years, the number of
recipients of social benefits in Uzbekistan increased by 1.3 times, and the amount of benefits
increased by 2 times. This is definitely a commendable job! But has the existing problem with
the payment of social benefits and financial assistance or increasing their size been completely
resolved? Unfortunately no! Why?
Understanding this, our President put forward a proposal to develop a poverty
reduction program together with the World Bank, the UN Development Program and other
influential international organizations. Based on international standards, in-depth and
comprehensive studies were carried out, emphasizing the need to create a new methodology
covering the concept of “poverty”, criteria for its definition and assessment methods.
According to experts from the World Bank and the UN Development Program, there
is a seasonal component of poverty in Uzbekistan. That is, about 27 percent of the employed
work in agriculture. Therefore, the level of wealth and consumption varies from season to
season.
