                  “Good faith” and “proper purpose” are two separate and

                      independent tests under para. 1C, Sch 6


                  Burden of proof  applicant


                  Good faith means honestly and with no ulterior motive


                  Proper purpose must be the dominant and primary purpose 主要和

                      首要目的 for a request of inspection



                  Even if the two tests has been satisfied, the court may still decline

                      to make the order if an order for inspection cannot achieve the

                      primary purpose
