“Good faith” and “proper purpose” are two separate and
independent tests under para. 1C, Sch 6
Burden of proof applicant
Good faith means honestly and with no ulterior motive
Proper purpose must be the dominant and primary purpose 主要和
首要目的 for a request of inspection
Even if the two tests has been satisfied, the court may still decline
to make the order if an order for inspection cannot achieve the
primary purpose
