Lobby
As I spoke about earlier, when I first joined the Board of ICA we commissioned a review of its functions and established key priorities for ICA’s future. The number one objective or goal which came out of that review was to become a lobby focused organisation.
Whilst through our network of regional offices, we had a reasonable engagement with State Governments, engagement at the Federal level was largely confined to the regulator, the Insurance Commissioner, and the Minister directly responsible. Therefore, in 1993 I instituted another review of ICA’s operations and its objectives.
This confirmed the priorities of lobby, public affairs and industry forum and added to it consumer services and issues management. In the 1993-94 plan - “Future Directions” - we set a specific goal under the heading of Federal Government Relations. We said that “basically, ICA regards its current activities in federal government relations as inadequate. ICA’s role in this area must be developed so as to be aware of federal government influences or target groups” . We then developed a list of the target groups; including bureaucrats, political advisers, politicians, industry associations, the press gallery and others with influence over federal activities. This list was then aligned with a list of issues in which the various parties had an interest. We then set about building a network both at a work and personal level.
