Finance Committee

The Finance Committee monitored our budget closely this past year and made significant changes
(reviewed and approved by the Board of Directors) after the pandemic hit. They proposed a dues
increase for Regular Members in 2021-2022 in order to present a balanced budget. After reviewing
a steady loss of income over the course of the last few years, the Board agreed a dues increase was
needed in order to allow the association to operate without sacrificing our important initiatives or
member services. The committee has agreed to offer two FREE 1-hour Friday webinars to each
member who renews for 2021-22 membership year, a $98 value, to help offset the cost.
Legislative Committee
Members: Jason Graf, Chair; Patricia Brooks, Gerard Emborski, Duane Frymire, Jason Larson,
Michael Vetere, III
The Legislative Committee is committed to becoming the number one resource for members to
adapt to the changes the new 2022 datum will bring. Although the datum may not be officially
released until 2024 or later, we are currently drafting updated legislation for New York to be sure
we are ready for the change. The new land surveyor education law passed in New York in October
2019 with an effective date of April 3. The new continuing education law will become effective
in January 2022. The committee has been in communication with NYSBELSG about the Land
Surveyor definition and the draft standards document. In addition, with the help of our counsel’s
office, we are continuing to monitor and review bills that may have an impact on the surveying
profession on a weekly basis.
Land Surveyors Political Action Committee
Members: Steven Boddecker, Chair; Richard Brooks, Treasurer; Scott Gillis, Jason Graf,
Daniel Marvin, Gary Thompson, Steven Willard
NYSAPLS’ LSPAC raised $3250 in donations this past fiscal year and contributed $1500 to local
candidates who have demonstrated their support for the principles in which our organization is
dedicated. The Committee held a fundraiser during the NYSAPLS Annual Conference earlier
this year and raised over $1000 in donations through their online silent auction. Watch for
additional fundraisers later this year!
Nominations & Awards Committee
Members: Glennon Watson, Co-Chair; Robert Smith, Co-Chair; Steven Boddecker,
Francis Russell, Marie Welch
The Nominations & Awards Committee is tasked with reviewing the nominations of eligible
candidates for the annual Pillars of Excellence Awards, and preparing the proposed annual slate of
executive officers as prescribed by the NYSAPLS By-Laws. They awarded 3 Pillar Awards during
the 2021 Virtual Conference. They are currently seeking candidates to serve on our Executive
