of the Secretariat and WFBY. He/She shall be empowered
to designate and employ all under Secretaries and other
administrative personnel as may be deemed necessary to the
orderly accomplishment of his tasks, subject to the approval of
the Executive Board.
Section 5 The Secretary General shall coordinate the programs of the
Regional Centers; assist Regional Centers through personal visit
and for correspondence in organizing their project, expanding
their membership, and soliciting their cooperation and describing
services available through the Secretariat.
Section 6 The Secretariat shall publish and distribute to all Regional Centers
and interested persons a monthly WFBY Newsletter.
Section 7 The secretariat shall publish and distribute to Regional Centers
and interested persons such books, tracts, pamphlets and other
materials as relate to the proliferation of the Buddhist Dhamma
and the sanctity of its principles.
Section 8 In consultation with the President or Deputy President, the
Secretary General shall appoint special committees on major
youth issues, such as leadership training, drug abuse, teen-age
groups, and any others, which may be deemed necessary in
carrying out the responsibilities of the Secretariat.
Section 9 The Secretary General shall ensure that all original documents,
minutes of meetings, correspondence, memoranda, financial records,
etc. pertaining to the foundation of the WFBY and its subsequent
affairs remain at the Secretariat Headquarters of the WFBY records
and thus shall constitute its official repository of record. The books,
records and papers of the WFBY shall at all time during reasonable
hours be subject to inspection by any authorized members.
3. ADVISORS
Recognized experts, not exceeding ten persons in each term, in the field of
youth shall be invited to assist the WFBY as advisors by the Executive Board.
These advisors shall be entitled to attend Executive Board meeting and General
Conference but shall not have the right to vote.
