2.  Definitions:


               It  is  necessary  to  define,  because  the  integrity  of  the  debate  hinges  on
               definition: the rules of the game must be the same for all. The following are
               not necessarily the only definitions of such, but the ones I prefer for now:

               Inaugural lecture: This should have been a statement of intent, now almost
               a parting message. This is a luxury, definitely not for the masses. I see the
               ones attending here as intellectual entrepreneurs.

               Politics: I want to define politics as a social contract between people as
               protection against the state of nature.

               University: The word 'university' is derived from the Latin term 'universitas'
               which  means  association,  and  the  initial  expression  for  a  university  was
               'universitas  magistrorum  et  scholarium'  (association  of  teachers  and
               students).  It does not mean a free for all.

               Developing: This does not mean increases in Gross Domestic Product or in
               average  income  per  capita,  but  entails  more  intrinsic  values  of  human
               endeavour.

               Country:  A  country  is  an  institution  to  deny  the  state  of  nature.  It  is
               associated with and exists because of the social contract.

               Namibia: A country established by a struggle for independence by means of
               a socialist endeavour. After independence this has become a mixed system
               of free entrepreneurship and socialism.

               Good  governance:  Good  governance  entails  sound  public  sector
               management  (efficiency,  effectiveness  and  economy),  accountability,
               exchange  and  free  flow  of  information  (transparency),  and  a  legal
               framework for development (justice, respect for human rights and liberties).
