        On the other hand, the Rosh holds that using a scissors with a blade when cutting one’s pe’ot is also forbidden.

        From the fact that we didn’t hear anything regarding [limiting   תפקה  אמלא  ושארמ  הל  ןניעמש  אלדמו
        the parameters of cutting the pe’ot of] the head, it is apparent    .רוסא םירפסמב וליפא שארה
        that rounding the corners of the head is even prohibited by
        scissors.

        The Beit Yosef explains that the textual basis for this dispute is whether the phrase in the Mishna of “and he
        is only liable for taking them off with a razor” is referring to both the pe’ot harosh and pe’ot of the beard or
        just to pe’ot of the beard.

        The Rambam writes that one is only liable if one uses a   .'וכו  רעתב  אלא  בייח  וניאש  ם"במרה  בתכו
        blade… At the end of Hilchot Avoda Zara he writes that it is   הזו  בתכ  )ו"ה  םש(  הרז  הדובע  תוכלה  ףוסב
        permitted to cut the corner [of one’s head] with scissors…    ןכו  …םירפסמב  האפה  טקלל  רתומ  ונושל
        and  the  Smag  also  ruled  similarly.  Their  reasoning  is  based    קרפב ןנתדמ םמעטו ):אי זנ ןיואל( ג"מס קספ
        on the Mishna in the last chapter of Makkot [that states] that    רעתב ונלטיש דע בייח וניא ).כ( תוכמד ארתב
        one is only liable for cutting it off with a razor, and they held    תאפא  ןיב  ןקז  תאפא  ןיבד  ל"ז  והל  עמשמו
        that this referred both to the corners of the head and the
        beard…  And my father the Rosh writes that using scissors    םגש בתכ ל"ז ש"ארה יבא ינודאו …יאק שארה
        would also be prohibited regarding the corners of the head.    רמולכ  .שארה  תואפ  לע  בייח  ימנ  םירפסמב
        In other words, [the word “scissors”] is referring to scissors    וירבדב  ראובמ  ומעטו  רעת  ןיעכ  םירפסמב
        similar to a razor [i.e., a blade]. His reasoning is explained in   אהד רבסד םושמ אוהש )ג – ב 'יס( תוכמ ףוסב
        his words at the end of Masechet Makkot that he held that the   ןקז תואפא רעתב ונלטיש דע בייח וניא ןנתד
        Mishna that stated that one is only liable if one removed it   .רעת ןניעב אל שאר תואפב לבא יאק אקוד
        with a razor refers only to the corners of the beard, but for
        the corners of the head one doesn’t need to use a razor [in
        order to be liable].

        The Shulchan Aruch rules in accordance with the opinion of the Rosh.

        One is not liable unless [one shaves] with a blade. Some   םירפסמב םירסוא שיו .רעתב אלא בייח וניא
        prohibit using scissors in a fashion similar to a blade and we   .םהירבדל שוחל שיו ,רעת ןיעכ
        must be concerned for their opinion.
