Civil Engineering Fee Proposal (mpn: 022-115)
Thank you for inviting Reuther+Bowen to submit a fee proposal for civil engineering for the above captioned project.
This letter is intended to be an Exhibit to a formal AIA Document C401-2017 Contract between Architect and
Consultant and will outline our understanding of the project, the intended scope of work, and our anticipated
professional fee requirements.
UNDERSTANDING OF THE PROJECT:
Based on the preliminary design information you provided by e-mail to us last week, the Project shall be based on
a 14-story building on the former site of the Red-Carpet Inn in downtown Scranton. The site is approximately 2
acres. The building footprint will be from lot line to lot line. Vehicle access to parking at the ground level and lower
two cellar levels will be from Franklin Avenue at the front and Raymond Court to the rear. There will roughly
76,000gsf of commercial/retail on the ground / second floors along Mulberry Street & Franklin Street, an 8-story
hotel & banquet facility on the corner of Franklin & Linden Streets, and 12 stories above the commercial space for

apartments up to the 14 floor. Based on this, below is our detailed Scope of Work and Fee Proposal.
1. SKETCH PLAN & DEVELOPMENT OF CONCEPTUAL SITE LAYOUT PLAN
Upon project startup, R+B will work with the Owner and Architect to develop a Site Layout Plan. This layout will
be coordinated with third-party consultants, including geotechnical, landscape architects, MEP engineers, etc.
a. Meet with Authorities Having Jurisdiction (AHJ) to initiate overall design of the project discussions and
to generate feedback from AHJ.
b. Review applicable City ordinances regarding the proposed development and identify advantages and
constraints to development.
c. Review locations of existing utilities based on surveys provided and incorporate feedback on impacts
to the project. Recommend additional survey requirements if necessary.
d. Develop a conceptual design plan to include proposed building location, conceptual parking layout,
conceptual traffic circulation, location and conceptual sizing for stormwater management facilities, and
zoning compliance summary. This will be an iterative process to arrive at the approved Concept Site
Layout Plan.
e. Examine turning movements for trucks at loading docks and other vehicle movements on site.
f. The sketch plan will be based on publicly available data and sketches provided by the Architect. The
sketch plan will be developed to minimize or eliminate the need for any variances or waivers from the
City Ordinance.
g. Make a maximum of two (2) revisions to the sketch plan to accommodate Client preferences.
Additional revisions due to Client preference will be considered additional services and will be billed
hourly.
