2. PRELIMINARY LAND DEVELOPMENT PLAN PREPARATION AND SUBMISSION TO THE CITY OF SCRANTON FOR
CONSIDERATION
Based on the Approved Site Layout Plan developed in Part 1, R+B will commence with formal design. We
anticipate the Land Development Submission set to include the following:
SALDO Plans
A combined Preliminary/Final Plan submission will be prepared if the City will allow such a submission. If not,
separate Preliminary and Final plan submissions will be prepared as described below.
Preliminary Land development plans will be developed in conformance with the City Subdivision and Land
Development and Zoning Ordinance, except for any needed waivers or variances identified during the Sketch
plan phase. We will attend Planning Commission and City Council meetings to present plans and address
concerns raised at meetings. We anticipate the Land Development Submission set to include the following:
a. Schedule a meeting with the City Engineer to discuss current Stormwater management concerns of the
City.
b. City and County Notifications letters will be sent to the required jurisdictional agencies. Certified mail
receipts will be obtained and included in the permit documents.
c. Existing Conditions Plan.
d. Site Layout Plans which will show detailed dimensions and layout of all improvements.
e. Landscape Plan by Others.
f. Lighting plan to meet City requirements by Others.
g. Construction Improvement Detail Sheets will be prepared showing required construction
details/sections/profiles of site features. Construction standards will meet the requirements of the
City ordinance or Pennsylvania Department of Transportation Standard for Roadway Construction
Standards.
h. In addition to Design Documents, R+B will prepare applications for approval/permits from the City,
Lackawanna County Conservation District, Lackawanna County Regional Planning Commission and PA
Department of Environmental Protection.
i. Site Grading/Drainage and Post Construction Stormwater Management Plans will be prepared showing
detailed grading, contours and spot elevations as needed for the site. The stormwater collection
system will be shown with rim and invert elevations and pipe sizes/slopes. Stormwater management
systems to address water flow will be sized and shown. Stormwater management will meet the
requirements of the City Stormwater Ordinance, as well as state/federal requirements for pre- and
post-construction stormwater management.
j. R+B will respond to City comments and make revisions/resubmissions as necessary to address
comments that do not substantially change plans.
k. R+B will contact representatives of the utility companies, which may include, gas, sewer, electric,
telephone and cable TV to make them aware of the project. Utility locations will be dependent upon
agreements between the Owner and the utility companies. We will coordinate with utility companies
to obtain “will serve” letters for the project to be submitted with the land development plan. The
Owner/Developer will be responsible for negotiation and entering into agreements with the utilities.
Service and lateral locations for each utility will be coordinated with the Owner/Developer.
Final SALDO Plans (if necessary)
After Preliminary Plan approval is obtained, Final Land Development plans will be developed and incorporate
revisions according to comments from the reviewing agencies. The Final plans will be submitted to the City for
review and approval. Reuther & Bowen will attend City meetings and address comments from regulatory
agencies.
