                The project will require a general NPDES permit. A PCSM plan in compliance with the PA Code Chapter 102 will
                be required, as well as ESPC plans. NPDES plans and application will be prepared and submitted to Lackawanna
                County Conservation District for review and approval. The development of stormwater controls and infiltration
                areas is integral to the design of the site. As such R+B will coordinate with the third party geotechnical engineer
                to perform the soil  testing  to determine the suitability of the on-site  soils for stormwater infiltration.
                Geotechnical engineer  will  prepare soil  reports  as  may be required for the post  construction stormwater
                analysis.

                A PNDI Search will be performed for the project. The database review determines if a threatened or endangered
                species or species of special concern is potentially  present  in the general  area  and if they consider them
                potentially present at the site.

                Based on site conditions and requirements promulgated in Chapter 102, and the City Stormwater Ordinance,
                R+B will design a stormwater management plan that controls rate, volume and quality of stormwater. Prior to
                finalization of the plan, a sketch and conceptual layout of stormwater controls will be prepared and reviewed
                with the Owner/Developer for their final approval prior to final engineering. After authorization to proceed, R+B
                will prepare plans and applications and submit to Lackawanna County Conservation District for review. We will
                attend a pre-application meeting with the Lackawanna County Conservation District to discuss NPDES Permit
                requirements.  The submission package will include:

                    a.  Pennsylvania Natural Diversity Inventory (PNDI) search results.
                    b.  City and County Notification letters to document proof of receipt to be incorporated into the NPDES
                        permit application.
                    c.  Post Construction Stormwater Management Narrative and Calculations
                    d.  PADEP Post Construction Stormwater Management worksheet which details the design and ultimate
                        compliance with permit requirements.
                    e.  Soil Erosion and Sedimentation (E&S) Control Plans will be prepared for submission to the County
                        Conservation District for an adequacy letter.  This plan will include all site disturbances for the buildings,
                        utilities, roadways, stormwater management systems and utility/infrastructure services.
                    f.  Due to the disturbance being over 1 acre for the project and the quality of the receiving streams, Post
                        Construction Stormwater  Management  (PCSM)  plans and an NPDES  Permit  Application will be
                        prepared for submission  to the  Lackawanna  County Conservation District. R+B  anticipates that
                        infiltration practices will be used to comply with the NPDES requirements.  Is the site is found to be
                        unsuitable for infiltration, alternative Best  Management  Practices as recommended by the
                        “Pennsylvania Stormwater Best Management Practices” manual will be discussed with the client.
                    g.  An Engineer’s Project  Narrative and Supporting  Calculations will be prepared to  support our
                        submissions for approvals and permits for Stormwater, E & S, NPDES and Post Construction Stormwater
                        Management.
                    h.  In addition to Design Documents, R+B will prepare applications for approval/permits from the County
                        Conservation District.

                Upon receipt of review comments from applicable agencies, plans and documents will be revised accordingly
                and resubmitted for consideration. If substantial changes to the plans or layout are required to comply with the
                plan reviewer’s comments, a revised scope of work will be provided to the client for approval prior to moving
                forward with the project.

            4.  MEETINGS

                R+B will participate in project coordination meetings with the owner/developer and Architect throughout the
                project.  We will also attend public meetings with regulatory agencies having jurisdiction over the project to
                present the project for approvals. We assume the following quantity of meetings:
