18. Dr McLean expressed Jamaica’s willingness to commence a pilot of the e-testing and asked
that CXC forward documentation which includes the modalities for e-testing and the forms which
would be utilized so that that country’s technical person could conduct a critical assessment to
determine whether Jamaica was fully ready for e-testing. The SUBSEC heard that Jamaica is
committed to participating in a pilot of the e-testing and that that country has a total of 201 private
and public schools which would need preparation in order to participate fully. Dr McLean
informed the SUBSEC that Jamaica was currently conducting a survey to determine the readiness
of each school and the report of that activity would not be completed before December 2016.
19. The Registrar informed the SUBSEC that CXC’s systems were in place and ready to
accommodate countries in January 2017 or at whatever point they were ready to enter candidates
for e-testing. Dr Potter informed the SUBSEC that since countries had the option to choose
between e-testing and paper-based examinations she has no issues with CXC proceeding with e-
testing in January 2017.
20. Professor E. Nigel Harris, Past Chairman, enquired which countries were ready for e-
testing. The Registrar informed the SUBSEC that a number of countries have indicated readiness
to enter candidates in some subjects and others like Jamaica had, in principle, committed to e-
testing.
21. The SUBSEC noted the general view that, given the options available and the diversity of
provision that CXC could make available over time, the organization move forward to allow for
entry at different stages and agreed to Option 2.
ITEM 5: REGISTRAR’S REPORT
22. SUBSEC was reminded that in 2016, CXC had committed to the following objectives:
Strengthen Business Model; Secure Financial Stability; and Enhance Stakeholder Experience.
Members heard that overall, CXC had achieved approximately 70 per cent of its objectives and
that planned action on those not achieved was in progress. The objectives presented for 2016 had
been expanded and grouped for the 2017 – 2019 period as follows:
I. Strengthen Business Model. To focus on: Examination portfolio, Segment Profile, and
Geographic Markets;
II. Secure Financial Stability. To focus on: Private and Public Partnerships, Funding Mix,
Efficiencies;
III. Strengthen Stakeholder Experience. To focus on: Customer Relations Management,
Business Continuity, Right People.
23. The organization remains committed, for the 2017 – 2019 period, to continue planned
actions to achieve the objectives outlined.
24. Dr McLean commended the strategic focus and stated that it covered all the elements for
CXC to continue to be the quality organization that it is. She added that despite concerns regarding
e-testing, Jamaica would continue to support the achievement of the objectives.
25. The Chairman asked that CXC introduce and implement organizational wide use of the
Balanced Score Card system to monitor and measure the Council’s performance against its
Strategic Goals. He added that planning at CXC had evolved to a level of sophistication which, at
