ITEM 2: ADOPTION OF THE AGENDA

2. The provisional agenda was adopted following the inclusion the Registrar’s Report as
Item 5.

ITEM 3:  ADOPTION OF THE REPORT OF THE MEETING OF
         16 JUNE 2016 (SUBSEC/REP/JUN/2016/111)

3. The SUBSEC adopted the Report of the 111th meeting.

ITEM 4: MATTERS ARISING

The Caribbean Secondary Education Certificate (CSEC) as a Two-Unit Course

4. The SUBSEC was reminded of the request from the Ministry of Education, Jamaica for
CXC to consider the conversion of the CSEC to a two-unit course. It was reported that CXC had
sent a response in the form of a report to the Minister of Education Jamaica. The Registrar
informed SUBSEC that the report pointed to some of the changes which must be effected in the
school system in order to accommodate the two stage process suggested for the CSEC as well as
the difficulties which could arise from those adjustments. The SUBSEC heard that, to date, CXC
had not received any further word from the Minister.

5. Dr Grace McLean, Jamaica representative, informed the SUBSEC that she was of the
opinion that the contents of the report were not open to discussion since CXC’s position on the
request appeared conclusive. She added that her interpretation of the action point from the last
meeting was that, while the Jamaican Ministry had made the request, CXC would have undertaken
some canvassing of other Ministries before taking a final position on the matter.

6. The Chairman informed the SUBSEC that the request was still a matter arising and
therefore open to further discussion. He added that other territories may wish to voice their
opinions. The Chairman further stated that CXC expects to hear from the Minister on the report
and invited Dr Mclean to offer any views she may have.
