                3.    I proceeded to laaoa on 20th January, and whilst there
           raised tho question at Issue with Oln Baud.
                      Din Baud expressed himself In strong language at the
           way hie subjects had boon treated by the Shaikh of Bahrain of
           late years, and stated that friendly endeavours to get Shaikh
           Ioa to behave decently towards his people had failed entirely.He
           therefore, now, formally demunded that Bio Majesty's Government
           should deoide the preoent point of difference between himself
           and Bhalkh Isa. Shaikh Isa had certainly been like a father to
           him In the pact, and rather than start a wordy warfare with him,
           he preferred to put this case before Bio Majesty's Government,
           and get the matters settled once and for all. Be merely demanded
           that Customs Regulations as understood in civilized oountrleo be
           enforoed In Bahrain. Ue understood no Customs Tarlf was ever
           Imposed throughout the world on "TRAKEHIP" goods,i.e. those
           which never left the Customs Moubo, but were re-exported without
           entering the oountry where landed. Bin Baud, then, formally
           presented me with hie letter "Aw(oopy attaohed); this was on 7th.
           February, 1920. At the same time he requested me to forward It
           to Higher Authority with the request that early orders might be
           passed on same.

                4.     I give below, for the sake of olearneso, both Shaikh
           Bln Baud's and Shaikh Isa's points of view in the matter.
               BIB BAUD'S CASE
                  (1)  Be objects, aB an aot of Injustice and uoutrury to
                  all precedent, to Shaikh Isa taking full Customs Duty on
                  goode belonging to his subjects which are landed from
                  ships on to Bahrain oustome Jetty but were destined for
                  Bassa or lejd and not Bahrain. Such goods are never
                  taken out of the oustome yard but remain lying there until
                  Batlve Craft can be arranged to carry eame to OJair or
                  Qatif (namely a week or fortnight).
                  (2)   Be Claims that Inter-national Custom should deoide
                  the matter.
                  (3)   Be, of oourse, has no objection to raise to hie
                  subjeots being made to pay the full 5 j Tariff on goods
