                               I Informed your honour of the communication of the
                        reepeoted Shaikh Iaa regarding ountonm dutiec. It lo true I
                       had written to him ae he expects me to do bo in certain oaet
                       urging that I shall refer directly to him and then he would
                        nettle mattere between us.

                        you of the matter later. At the time of writing to Shaikh
                        Isa I aloo wrote to you a letter through Abdul'Aziz Quealbi,
                        directing him to inform your honour of the result of my com­
                        munication to Shaikh lea. Bow, thank Hod, the desired object

                               Uy complaint againet Shaikh Isa ie that he has no
                        right to oharge duty on transhipment cargo which is landed al
                        Bahrain and then re-exported to my territories, namely, OJali
                        Qatif and Juball, Ardhlyah (ground rent) alone being charged,
                        Hut he has every right to oharge duty on goods entering the
                        town and sold in the town by ray nubjeots like any other
                        psstwrt goode imported by Bahrain merchants for Jahrain.  That
                        His Excellency mentioned to your honour that I have been
                        oharging duty on the goods of his subjects who imported mer­
                        chandise iBlBXKBSEkxXStXS into my territories, and of oouree
                        nothing enters my territories which is not sold in them and,
                        therefore, I have every right to oharge them duty Just os His
                        Pzoellenoy is entitled to charge duty on goods imported into
                        hin territory and oold in it by my subjectsj but what is
                        brought on my shores for transhipment. I have no right abeolu
                        ly to charge any duty, except the ground rent. If Rio Kxoel-
                        lenoy bases his argument on the days of the Turks,these peopl
                        were unjust to their subjects and to the people in general.
