           no sullioiont justification for tho moasuro.
              4. In connection with tho oxtonsion of Consular jurisdiction to Baliroin,
           it i9,1 think, necessary to boar in mind that although wo havo an agroom ont
           with tho Cliiof of Baliroin whereby Foroign Consular Agencies cannot bo* os-
           tablishod in Baliroin without tho consout of tho British Govornmont, it may
           porhnps bo inconvoniont to maintain this position in thoovont of British Con­
           sular jurisdiction boing oxtonded to Bahrein. Tho German Consul at Bushiro
           informed mo onco in oourso of conversation that ho considered his jurisdiction
           in the Gulf to extond whorovor mino did, and I think ho said that his instruc­
           tions from his Government woro to this effect. This point'has not of courso
           escaped tho notice of tlio Govomment of India, but I montion it so as to mako
           my proscut report as complcto as possiblo.
